Are you against playing Burn + Creatures altogether? If not, Zoo is a natural choice. The Goyfs and manabase are hard to manage on your budget.

I think LEDless Dredge will get you the most bang for your buck (if you are spending 100 bucks, you can get a lot of it already, and selling cards would get you the rest). Placing in tournaments can help you earn other staples.

Here is a Boros list made from mostly cards you already own. If you want to play Zoo you need to get 2 Taigas and a Savannah. Then you can play Zoo minus goyfs (subing in Jotun Grunts) until you buy goyfs.

I bolded cards not on your list or cards you did not have enough of.

You can basically buy LED-less Dredge with the money you have plus the $50 you'd get for the Chain Lightnings. I'd start working on Zoo though, so maybe just stick with Burn?
