Well, this is my first foray into EDH. The deck's not as tuned as the ones that I've netdecked, that's for sure, but I guess the best way to pick up the format is to just get in there and start building.

// General
1 [SH] Sliver Queen

1 [LE] Plated Sliver

// Spells

1 [RAV] Putrefy
1 [GP] Mortify
1 [AP] Orim's Thunder
1 [LRW] Oblivion Ring
1 [IN] Fact or Fiction
1 [CFX] Armillary Sphere

1 [CHK] Kodama's Reach
1 [IA] Swords to Plowshares
1 [IN] Twilight's Call
1 [PLC] Wild Pair
1 [M12] Manalith

I went for a 40 lands, 40 creatures, 20 spells split. Is that too much for one of the types?

It's got the Sliver Queen + Mana Echoes combo fitted in there. Patriarch's Bidding and Twilight's Call gives resiliency, and Wild Pair is just fun when it lands.

Looking forward to comments. If it sucks, I can always go back to the Kaalia precon that I've updated a bit.

Its a decent start. I found Sliver Queen works better as a 5 Color combo/Control Deck.

If your actually playing with Slivers you want Sliver Overlord as your General since Sliver Overlord can tutor for slivers and put one in your hand and if someone else is playing slivers you can steal theirs.

You don't need a set amount of land but between 36 and 40 usually works depending on how much artifact mana you have. Artifact mana like Coalition Relic, Felwar Stone, Cold Steel relic that can produce any color should be under consideration. The Commander Precons come with Sol Ring and Signets which can be helpful for fixing your mana along with Command Tower. Reflecting Pool works well if your running Vivid Lands. Krosan Verge is also nice if your running its colors. Better if you can afford dual lands or shock lands but if you can't you do what you can.

Not sure all 40 of those slivers make the cut. Psionic isnt too good doing damage to you. The sacrifice effect slivers some value if your running Sliver Overlord because you can't just make tokens to sacrifice.
Don't think you need ever evasion sliver either. The more damage slivers + power, as well as persistant abilities like Crystaline for untargetable, Essense for Life link. double strike, gemhide for more mana and blue one for drawing cards are all really good. Harmonic is pretty good for problem artifacts and its not a may so can be iffy.

If your not a purest and want only Slivers, Genesis is pretty good to get your slivers back because they will die. Volrath's Stronghold also is nice to get key slivers back.

Card Advantage such as Phyrexian Arena, Signed in Blood, Ambition's Cost is always good.

Possibly Swiftfoot Boots and Lightning Greaves to protect your General if you don't get a Crystaline Sliver.

Condemn and Hallowed Burial are also nice to put opposing Generals on the bottom of their deck.

Austere Command is pretty versatile as far as removal goes.

A few counterspells doesn't hurt either since your playing blue. Hinder to put General on Bottom and good Old Counterspell aren't too expensive.

Bribery is always pretty good if your playing Blue. neting your the opponents best Creature. Praetor's Grasp is also pretty nice.

I'll post up my Sliver Overlord deck when I have some time. It probably needs updates since I haven't played it in a long time.

So I went back to the deck and made some tweaks after getting a couple of weeks experience playing EDH. I think I've come up with an overall better deck with this build:

1 [UNH] Mountain
1 [LRW] Shimmering Grotto
1 [UNH] Island
1 [UNH] Plains
1 [UNH] Forest
1 [CS] Snow-Covered Forest
1 [CS] Snow-Covered Island

1 [LE] Root Sliver
1 [LE] Quick Sliver
1 [TSP] Harmonic Sliver
1 [SH] Acidic Sliver
1 [PLC] Darkheart Sliver
1 [TSP] Mindlash Sliver
1 [PLC] Necrotic Sliver
1 [TE] Talon Sliver
1 [PLC] Synchronous Sliver
1 [TSP] Two-Headed Sliver
1 [LE] Shifting Sliver
1 [TSP] Psionic Sliver
1 [TE] Clot Sliver
1 [LE] Magma Sliver
1 [LE] Crypt Sliver
1 [SH] Sliver Queen
1 [LE] Plated Sliver
1 [FUT] Sliver Legion
1 [TSP] Basal Sliver
1 [TSP] Gemhide Sliver
1 [TSP] Firewake Sliver
1 [TE] Heart Sliver
1 [PLC] Reflex Sliver
1 [PLC] Dormant Sliver
1 [LE] Essence Sliver
1 [TE] Muscle Sliver
1 [PLC] Sinew Sliver
1 [SH] Crystalline Sliver
1 [TE] Winged Sliver
1 [LE] Brood Sliver
1 [LE] Synapse Sliver
1 [FUT] Homing Sliver
1 [TSP] Might Sliver

// Spells
1 [RAV] Putrefy
1 [SH] Intruder Alarm
1 [R] Demonic Tutor
1 [M12] Diabolic Tutor
1 [ON] Patriarch's Bidding
1 [IN] Twilight's Call
1 [DIS] Wrecking Ball
1 [PLC] Wild Pair
1 [GP] Mortify
1 [AP] Orim's Thunder
1 [IA] Swords to Plowshares
1 [TSB] Enduring Renewal
1 [SH] Heartstone
1 [5E] Ashnod's Altar
1 [VI] Vampiric Tutor
1 [GP] Orzhov Signet
1 [DIS] Simic Signet
1 [GP] Gruul Signet
1 [RAV] Dimir Signet
1 [RAV] Selesnya Signet
1 [GP] Izzet Signet
1 [DIS] Azorius Signet
1 [RAV] Boros Signet
1 [ON] Mana Echoes
1 [DIS] Rakdos Signet
1 [RAV] Golgari Signet
1 [SHM] Prismatic Omen
1 [DS] Darksteel Ingot
1 [M12] Manalith
1 [CHK] Kodama's Reach
1 [M11] Cultivate

It's got a lot of little combos embedded in the deck, though beating down with Slivers is still pretty much a viable option.

Combos are:
Sliver Queen + Heartstone + Ashnod's Altar/Basal Sliver
Sliver Queen + Ashnod's Altar/Basal Sliver + Gemhide Sliver + Heart Sliver/Reflex Sliver
Gemhide Sliver + Heart Sliver/Reflex Sliver + Intruder Alarm
Basal Sliver + Mindlash Sliver + Necrotic Sliver/Acidic Sliver + Enduring Renewal
Sliver Queen + Mana Echoes
Dormant Sliver + any infinite Sliver combo

The rest of the deck are utility spells, tutors, and mana fixing/acceleration.

I need some help with the mana though. As it stands, the manabase is very stable, but very slow with 20+ ETBT lands. I run all 10 signets as well, along with Prismatic Omen, Kodama's Reach, Cultivate, Manalith, and Darksteel Ingot. I can't seem to shrug off the little voice saying that this is overkill, and that the slots can be better off as other spells. What do you guys think?

Cards I'm considering to add to the deck if I can trim down signets are:
Training Grounds
Nameless Inversion
Crib Swap

Thanks. EDH is so much fun. LOL

Training Grounds should just strictly replace Heartstone. It's much better.

I assume you can't afford fetches and duals/rav duals? Fetches are the most important if you can aquire them, then you can run the M12/Innistrad lands when they come out in combination and I think it will be a little better. It's a cheaper option than duals. I'd run painlands over the bouncelands they're just so slow.

Coalition Relic is better than Manalith.

Survival of the Fittest and Genesis add a lot to this type of deck. Volrath's Stronghold is good. As are Gemstone Mine and City of Brass.

Living Death is better than Twilight's Call.

Enlightened Tutor is good for getting Survival, Intruder Alarm, Ashnod's Altar, Prismatic Omen, Mana Echoes, Signets to help you fix, ect.

I want Training Grounds along with Heartstone, since the redundancy helps the little combos I have. That's why I have all three haste slivers (Heart Sliver, Reflex Sliver, and Firewake Sliver) in the deck, for example.

Yeah, I can't afford the 10 orig/10 Rav/10 fetch manabase. Would it be better to strengthen the manabase itself and cut/replace Signets, or keep the signets, but turn some lands into basics?

If i cut signets, I would have some space for the other cards you mentioned. The "better" cards alongside the worse cards, for redundancy as I said.
