After a bit of reading in the comprehensive rules, I've come to the conclusion that naming a card with Pithing Needle prevents the cycling of that card, but I'd like another opinion, just to make sure I've interpreted the (badly worded) cycling rules correctly.

Nope, you got it. Cycling is cost:effect, and therefore activated. Pithing Needle beats activated. Same with Forecast, it's also cost:effect. It's all about that little colon.

Needle has actually been commonly referred to as a sideboard choice against Rifter for this specific reason. You shut off their cycling lands, Decrees, and Dragons this way.
