Am I correct in thinking that Saffi can target herself and effectively sacrifice, go to the grave and return to play an inifinte number of times?

No, Saffi is in the graveyard when its ability resolves and thus cannot target itself.

The target isnt chosen when shes is sacced?
I figured it didnt work but it seemed like it did for some reason.
Just a fun idea with Sharpshooter if it did.

Master is sorta right. Saffi can actually target itself, as targets are chosen before the cost is paid. However, cost is paid before the ability resolves, so Saffi goes to the graveyard first, then the ability attempts to resolve, but its target just went poof, so it is effectively countered. Saffi wouldn't return either way, even if it remained a legal target (the card read "target creature card"), because the ability wasn't put on it before it hit the graveyard, so nothing would be triggered.
