What would the copies of a Tendrils have as a converted mana cost?

Would chalice at 2 stop brain freeze and the subsequent copies? Or do the copies have no mana cost, or does chalice do nothing to the copies, but only counter the brain freeze?

Mana cost is a copieable value, therefore the converted mana cost of a spell copy is the same as the cc of the original.
Chalice of the Void however triggers only on a spell being played, and storm copies aren't played, they are just put on the stack. So, if you play a copy of Brain Freeze with an Isochron Scepter while a Chalice at 2 is in play, the copy created by the scepter will be countered, while the storm copies won't.

Storm interacts the same way with Counterbalance. Counters the spell played, the copies aren't.
