I've seen a number of cards that have been "trimmed in order to be played," or something to that effect. Are these tourney legal?

Most "Trimmed" cards are Collecters Edition cards or if you see them on E-Bay "CE" cards. Even trimmed up these cards are not tournament legal. A lot of people will get these cards for type one proxie play but even that is not allowed in most Type 1 proxie tounies.

Usually most tournaments only allow proxied lands with certain requirements, including written in text and readable penmanship. Everything else is strictly prohibited.
Short version: if it has to be trimmed, it isn't legal.

Even those GamingEtc. Official Power 9 proxies aren't legal. I heard it had to do with the thickness of the cards or something to that effect. I really wish they were tournament legal, they look nice as hell, especially the foils.

Can you trim legit magic cards so that they can fit into smaller sleeves? (Yu-Gi-Oh sleeves)

Those cards would no longer be tournament legal.
