Sea Drake

I've been messing around with Faerie Stompy for a while and this situation has always confused me. Say I first turn Chrome Mox and City of Traitors to play Sea Drake. Do I bounce the City of Traitors or not? Sea Drake says return two target lands. I've always returned the one land to my hand but just want to clear things up.
