Is there a sort of deck that is specifically designed to hate out every deck in this format? What sort of cards does it use? Which colors does it use?

You can hate a particular part of the metagame but you need to have a strong primary plan yourself should the hate fail to work.
edit to answer your question: The only decks that "hate" on every other deck in the format are combodecks and for other formats you could also add aggrodecks because these decks don't care what the opponent does at all as long as they can kill faster than the opponent so you could say they are the perfect foil for every deck that is slower.
If you want to specifically hate on opposing strategies and cards in particular you'll never find a strategy or cards yourself that completely hose all opposition (because that would be not only very unhealthy for a format but unhealthy for the game as a whole). I think everyone can understand that.
So with that out of the way, decks that one can label as "hate-decks" in Legacy are for example Stax (hating most aggro-control and combo) or Rifter (aggro). Maybe Threshold too because it is even better against most combo than Stax.

The variety of decks and win conditions in Legacy is far too large to permit the existence of such a deck.

Mind's Desire would be the ultimate hate card, that and Mishra's Workshop. Too bad Wizards already thought of this, and banned them.

But pretty much even stuff on the banned list isn't the end all answer, there are WAY to many decks to hate them all. Basically Flash, and even that lost to fish...

Ancient Tomb decks (Stax and [something]-Stompy) are the closest thing Legacy has to a hate deck. This is because they aim to punish the only characteristic shared by a large part (but by no means the entirety) of the format: a very low mana curve.

Wouldn't that be more of a metagame deck? Chalice @ 1 is really strong against a lot of decks, but the creatures and the equipment make the deck efficient on its own.

A hate deck would be something like The Mountains Win Again in Vintage. It's good vs the Mana Drain decks and the Stax decks, but would probably lose to any dedicated aggro deck. It works only because it's hating against very specific strategies.

So using a deck that is good on it's own and doesn't rely on what the other deck is using is a better strategy?

I agree with the Chalice @ 1 idea but sadly those sort of decks are normally very inconsistent. Chalice is a double-edge sword at times.

I'm lost, the terms "Hate Deck" and "Metagame Deck", seem fairly interchangeable from my understanding. The idea posed about a hate deck was the idea that it would deck hate out the other decks in the metagame... wasn't it? As you mentioned with Mountains Win Again, it does well versus certain decks, if those decks are in your metagame, then its a good "hate deck"/"metagame deck". In the same sense that Fairy/Demon/Dragon Stompy variants are strong choices in Legacy metagames that have alot of the decks with low mana curves.

After reading the OP's question the first thing that came to my mind was also Ancient Tomb + Chalice @ 1 .dec. With Threshold, Storm Combo, Breakfast, etc all having high 1cc spell counts I think this sort of deck is generally pretty strong, assuming people in your area play those sorts of decks.

Sure there is a hate deck, but it totally depends on your meta. You have to know, wich decks are played and how many of each. You can't build a deck that can beat Threshold, Goblins, Ubw Fish, Landstill, TES, Cephalid Breakfast, Psychatog etc.

If you can give a breakdown of your meta, I think there is a deck( or can be built) that can beat the majority of that meta and you might be able to win a tournament.

A good hate deck can only exist when the meta is very one-sided. If they unban a card like Mind's Desire or Flash, every player will play Desire/Flash or deck that can beat it( thus a hate deck).
