this looks insane for commander as it avoids the cost?

you still have to pay the commander tax since you're casting Sephara from the command zone (and the commander tax is a mandatory additional cost)

No, for the same reason why Force of Will's alternative cost does not avoid Sphere of Resistance.

Lingering Souls is probably your best bet to set her up. Might be a good fit in BW Tokens for Modern.

Wish they hadn't killed the loopholes that made stuff like Beck//Call castable, that would've made for a very interesting deck.

Posting just because it is such a weird ability - I like it.

Can't really go infinite since if you do manage to get a legend out - if the legend goes back into the graveyard it will no longer benefit from the ability (it will be a new object).

If this is what they came up with to make up for the Leovold mistake to players running W, then I am disappointed.

Not sure what you mean? If you're thinking of the general tuck strat, they got rid of that in 2015.

I doubt this card design has anything to do with leovold; why would it?

Bloodsoaked Altar should work with Basking Rootwalla, correct?

Right. You do all of these things in order, but the rootwalla doesn't get to trigger until this things whole costs are paid. So you would, pay two life, discard rootwalla, sacrifice a creature, then I believe you get to cast your rootwalla, then you make your 5/5?
Re: Core Set 2020 Spoilers
I had a break, but I see some potential in Maverick with the Vivian, arkbow ranger, making you Birds and Hierach big + killing PW sounds great.
Masterful replication has some potential in weird a la Mono Brown deck to change you Artifacts.
But in my opinion the biggest card in Winged Words. Flipping delver turn 2 and drawing two cards, sounds good. It works also with Strix.

Maybe in U/R Delver? They don't play Stormchaser Mage anymore, but they still have Delver and Pteramander as flyers. They like drawing cards, and they can always cast it for 3, worst case scenario.
Night's Whisper sees play and is one to compare it to, and with this you can stay in blue.

Re: Core Set 2020 Spoilers
Embodiement of agonies: Looks like tarmogoyf a lot. With additional evasion. the fact that it checks once only will sometimes be an advantage over tarmogoyf, however, tarmogoyf has the advantage of allway be a 0/1 at least. difficult to evaluate.
Re: Core Set 2020 Spoilers
The fact that it enters with counters makes it recruitable, and also less susceptible towards graveyard hate after it has landed. It's also less vulnerable than Delve critters to bounce effects. Deathtouch making it useful even as a paltry 1/1 it another nice upside. I like it, but I don't know where it'll fit in (if anywhere). I think I'll pre-order a playset, it's worth it for the imo awesome artwork alone :)
