Hive Mind vs Teferi, Time Raveler

Say you have Hive Mind and Teferi, Time Raveler out and cast a PACT spell on your turn. Normally your opponent copies the Pact and then would die on their upkeep because they can't pay the mana cost but does the city of solitude effect on Teferi prevent the opponent's Hive Mind copy because they can only play at sorcery speed?

Teferi stops casting of spells (meaning spell cards), not putting copies on the stack.
