Whenever an opponent casts a non-creature spell, ~ deals 1 damage to that player.
1, sacrifice ~: Destroy target artifact or enchantment. ~deals 2 damage to that permanent's controller.
I was about to post this as well. Seems pretty good as a SB card - cheap enough to be relevant and does some double duty in pressuring the opponent. Calling it combo hate would be a bit of an overstatement, since pinging is rather shitty compared to Eidolon. But hey, at least it's one-sided with upside.
Skewer the Critics needed to be an instant to be Legacy playable, unfortunately. Might see Modern play?
That RG enchantment looks really good, though.

That's 32. There's also more conditional stuff like Alms of the Vein or Gonti's Machinations or Fiery Temper etc, etc.
Anything I'm forgetting?
I mean, it's super easy to hit 40-42 if you add stuff like Sovereign's Bite or Incinerate or Lightning Strike or any of the other billion "deal 3 damage for two mana spells".
I mean, have we reached peak burn at this point? Where it doesn't matter what burn spells they print because eternal burn.dec has already maxed out?
I asked this in the burn thread but "Does Burn even want to be a 40 Bolt 20 Land deck anymore?" Like modern lists even run creatures like Bromat and Eidolon.
Looking at the bolt cards, and trying to stay away from multicolor and the truly bad bolts, I think an updated list could be:
4 Goblin Guide
4 Eidolon of the Great Revel
4 Monastery Swiftspear
4 Lava Spike
4 Lightning Bolt
4 Chain Lightning
4 Rift Bolt
4 Skewer the Critics
4 Fireblast
3 Price of Progress
2 Open Spots for (Sulfuric Vortex, Searing Blaze, Forked Bolt, Grim Lavamancer)
19 Lands
Spark Elemental is another 3 damage for 1 mana spell. Not as reliable past t1, but haste helps.

Sonic Seizure costs 1 mana + 1 card, to cast so I don't think it counts. You also don't want to play a lot of Shard Volleys.
If you were so inclined, you could include Mind Bomb, and Black Vise, more conditional stuff like Reckless Abandon, Thunderous Wrath and Galvanic Blast or Fireblast, and you can try to stretch the deck with baubles or Manamorphose.
In my numerical simulations, Goblin Guide and Monastery Swiftspear sped the deck up a lot.

Training Grounds?
T1->Land -> Lorax
T2->Land -> Training Grounds, Levelup Lorax, Tap Lorax, cast this guy.
T3-> Land, Adapt for 3, tap cratures for 5.
But then I remember Grim Monolith and Thran Dynamo exist and ask if it was worth it instead of just using those cards.
Llanowar Reborn is probably the lowest impact way to get the extra mana, but it's still more hoops to jump through without any other upside. Nic Fit gets the lands and strips your hand, so both ends are working for them.
Yeah Llanowar Reborn was my first thought. It's maybe good enough for modern. Legacy is just about raw efficiency though. Turn 1 tap land into turn 2 0/2 seems just not good enough these days.
If you want nothing but bolts in a deck, you'd need 45 of them to reach optimal density. I forget where I posted it, but here's the result of a monte carlo simulation I ran on it ~5 years ago.
