The creature's controller decides which order the replacement effects apply in. It doesn't much matter what the order is though.
Apply totem armor first:
- The creature is no longer dying, so Anger of the Gods's replacement effect has nothing to apply to.
Apply Anger of the Gods first:
- The creature is dying, so totem armor applies next and replaces the creature dying. Since the creature isn't dying, Anger of the Gods's replacement effect does nothing.
If we apply anger of the gods replacement effect first (won't happen in reality, ok), shouldn't we go through the complete replacement effect?
The creature is dying: two replacement effects can take place: either totem armor, or anger of the gods.
The controller chooses anger of the gods and we apply it, so the creature isn't dying anymore and is exiled instead, therefore totem armor replacement effect cannot apply?
616.1e. Once the chosen effect has been applied, this process is repeated (taking into account only replacement or prevention effects that would now be applicable) until there are no more left to apply.

The event does not occur until all applicable replacement effects have had a chance to modify it.
When Anger of the Gods is applied first, the creature is dying and being exiled, which is still dying - totem armor is still applicable to the event.
