I generally prefer Extirpate in non-blue decks... If you have to push through your hate to win... Extirpate is what you want.
Obviously Surgical is factor and has the "Ooops you lose" factor to...

On the subject of Leyline of the Void versus Rest in Peace...
Rest in Peace is better against Dredge I think. You can blow them out if they go nuts and dredge half their deck without flashing...
