I wouldn't play the deck w/o Recruiter, but there's plenty that do.

For starters, 1 Strix only.
19 blue is enough for FoW.
Worldly Tutor suffers from card disadvantage and can't find Aluren = not good enough.
If you have Recruiters, they rock!
