I would say a cheap merfolk with a sac:bounce ability would be siiiick and exactly what this deck needs.
Standstills - yes you should always run 4. It's one of the most powerful cards in the deck from my experience.
Wake Thrashers - You never want to play 4. It's a 1/1 for 3 mana with an ability...
7 counters? I run 14: 4 FoW, 4 Daze, 4 Cursecatcher, 2 Spell Snare.
Yeah, even a writer on magicthegathering.com got this wrong a few years ago, it's a relatively common mistake.
I honestly think that changing this deck around too much is a bad idea. It's already doing quite well, and to completely refigure this deck for such a mediocre card seems like it's not a very good...
I see his ability only being quite good WITH Wake Thrasher, so I don't know if this guy is gonna have a spot. Maybe if you wanted to replace a non-merfolk spell with him (like bounce), but thats...

What about 2 Psionic Blasts? Seems like it could be a good finisher and decent removal.
Well there is one guy in my meta who runs it and a couple who do not. I was just unsure about Merfolk players as a whole, as I am unfamiliar with Legacy on a global scale.
