Well, I mean, yeah. In legacy it's basically a Rampant Growth for a Legendary Island that comes into play untapped and casts Impulse. That's kinda good.
After thinking about it more, I think the "Exhaust the Basics" plan works best when you combine it with things that punish non-basics, like Back to Basics.

Fair, lol. I meant will there be even a single LD spell post-rotation? I can see blue decks running 4x the new Maze+the Impulse Land being an incredible obstacle for anyone else to overcome.

The big reason Standard has been such a mess lately is that there were very powerful effects/cards and ZERO counterplay to them. ...
I like how the blue "cast Impulse" legendary land just requires hitting threshold to flip, but the white "bad Kjeldoran Outpost" legendary land requires you to have a creature swarm to flip it.

Chart a Course and Opt both seem like strong pushes for Modern Delver style decks.
You could stick 2 or 3 of those in a Legacy Elfs! deck right now and they could play and flip it pretty easily. The question is would they want to bother doing so, and that I don't have an answer to.
In Modern you also have Dromoka's Command and Ulvenwald Tracker. Plus a ton more "target creature fights other creature" cards.
They aren't super playable or anything, but man I'm liking those Dinosaur's they spoiled today.
