From a European perspective the German one has no considerable increase in value as there are plenty and the Japanese one is worth quite a bit as Japanese Portal 2 is rather rare - maybe $50ish.

Considering that I won the BIN for $175 on ebay and seller refused to ship it I feel kind of cheated.
