You can play it now honestly - the real issue is whether such a deck is better than twin.
In modern you can do
1st - Land + Manadork
2nd - Land + Thopter Engineer/Blade splicer/Ghirapur...

Thopter Engineer + Shape Anew = Hasted Blightsteel Colossus. 7 mana, over two turns. . . deck constraint is not to run any other artifacts.

chalice and counter balance has no effect.
If they counter your pact with a chalice at 0 or counterbalance with a land on top, your spell is countered but still played, thus your opponent copies...
