    In legacy , you could certainly make it happen with Ral + 1 in hand and 2 from the graveyard.

    If you copy a copy spell, then you can go infinite with Ral, Narset's reversal is a copy effect, so it will work for that along with Expansion/Explosion but it doesn't bring you from 3 to 2 cards.

    You can put it into the graveyard along with Devoted Druid and have a Noxious Ooze in play. If Ooze had haste, that might actually be playable.

    If you can get four of LED/Dark Ritual/Cabal ritual into the yard then it's OK. If it weren't off-color, it could be an interesting card for modern storm.

    It can also cast Wheel of Fate or Ancestral Vision.

    Since this works with X=0 you can even do that if you're casting Finale of Promise from a cascade trigger.

    The obvious thing is to pay RR for Wheel of Fate, Balancing Act, Living End, Hypergenesis or Ancestral Vision, maybe in a deck that also features Electrodominance.

    You can use it as a de-facto haste effect for stuff like Goblin Welder or Metalworker though I'm not sure how good that is in practice.

    You need to have a fork spell and something to copy it on the stack at the same time. That's two forks.

    You're right, tutors are better for combos. So maybe Cephalid Illusionist/Shaman En-Kor make for better fetch targets, but I'm not sure that that qualifies as an "abuse" of the tutor.
