Why don't you run a 4th vial and a set of Wasteland's? With vial Patron Wizard will be easier to cast.
Then move B2B to the SB and add a 3rd Opposition.

I liked the deck with red alot better, but Lightning Bolt doesn't deal with big creatures and snapcaster mage doesn't have synergy with Grim Lavamancer.

Swords > Ethercast Knight.

Ethersworn Canonist would probably work better against storm because they have multiple win cons unless your facing a lot of show and tell.

Not as much card disadvantage with crucible in play.

Also brave the elements seems good over shining shoal.

Your going to have alot of trouble getting double blue and double black with 8 colourless lands. Id just run a regular merfolk deck with stifle wasteland package. ie:

id turn one of the engineered explosives into a moat then you don't have to pack as much aggro hate Sb. And then spell pierce becomes enlightened tutor. Id also drop V clique for an extra tundra and...

Id run 1 of maze of ith and bokuja bog in the SB fetchable by Kotr. The Baneslayer spot could also be stoneforge but i don't think this deck needs jitte
