It's not even good as a 1-of. It doesn't speed up the deck, because with the current manabase you can't cast it before turn 3 and you can't win the same turn you cast it. And winning on turn 4 is not...

Play Thoughtseize and Duress. It's not optimal, but probably the best replacement for Chant. You can play Xantid Swarm out of the sideboard.
