Yes, of course. In my experience Delver decks are about 50-50 but you need to be careful about sequencing your spells.
IMHO worst thing is landing Cloudpost on the draw and getting it wastelanded....

In your scenario (necessity of 2 early mana), City of Traitors gives us at least 4 mana before dieing (2 mana the turn it comes into play, other 2 mana the next turn before landing another land),...
