It's a cast trigger, not a spell resolving, just like e.g. a hardcast Emrakul giving you a Time Walk. Thus it doesn't give a flying fuck if it gets countered or not as far as the win condition is...
Both Memory Lapse and Remand would probably work in some kind Modern shell, although 9 mana is astronomical for that format.

Your math is wrong - you forgot that you also need another 3 mana without including the Impulse land to dig on the same turn. So you're looking at effectively 11 mana a turn to do both.

Maybe. It's worth noting that it's great with Aven Mindcensor to break the symmetry - which is suprisingly in the same Standard as this.

Sarcasm aside, the sequence of "Uptick, Uptick, Ult --> DRS activation, DEAD" seems exciting, even though Vraska might be too expensive for Legacy.
Wouldn't Legacy Delver want a couple of those, too? Depending on how strong the card turns, maybe not a full playset, but T1 Delver, T2 swing with (flipped) Delver, draw two cards sounds pretty good...
That's actually pretty good in any decks that are aggressive. +1 CA for two mana or card filtering at worst.

So this enchantment can turn into a better Cradle. But given you need to overextend into 4 creatures to flip it, I doubt it's Legacy-playble.
