It's not so obvious which order is better. It depends a lot on the situation. Saying one is always correct is wrong.

I haven't tried Boros Charm but I don't like it much, to be honest. I wouldn't replace Price of Progress with it.

Rubblebelt Raiders is terrible in Legacy.
They could have given it haste at least.
As already mentioned, you need Top or Library in order to use the +1 ability reliably. But do you want to play Top in a probably aggressive RGx deck? It's a bit of a mana sink if your goal is to rush...
You don't have to pay life if you replace all draws by another effect.

Unfortunately none of those decks pack many cards which can be used to build other decks. Belcher (LED, Taiga, Chrome Mox) seems the best in that regard. I don't think it's worth investing in a deck...
Battalion seems like it could go well together with normal tokens though.
