No sense to make it random targeting. Just Redirect/Fork is enough.
I could agree with this list minus Delver of Secrets, which would now not matter in such a metagame. I would play this shit out of this format.

Unfortunately, the onus is on those claiming it should be unbanned to prove it's safe. The status quo of Black Vise banned is a majority attitude, and to make a good argument to get it unbanned one...
