Because Legacy didn't see Dark Confidant, Top, and Counterbalance printed in back-to-back-to-back sets without the rest of the legacy card-pool to balance it out. Essentially, Ext had become CB.dec...

Talk of banning Goyf seems logical until you step back and remember: Legacy was pretty much not that fun until Goyf came along. Sure, some people loved the fascinating Thresh vs Landstill vs Goblins...
