I expect the blue one to be stronger in most formats. That said, the white one does cost less and puts two permenants into play.

The card does interesting stuff, but I'm not sure it does enough to be worth playing with that unreliable back half.

It seems like a card for Modern storm decks more than anything in legacy.

Sins of the Past and Spelltwine are modern legal. Though I doubt that Overflowing Insight is worth that kind of effort.
