One of my friend mentioned that there's a ruling that extirpate on a scepter might not work due to split second rules. Just wanted to check on this if anyone has any rule information.
As far as I know:
1) Pay for the cost of Scepter's activation
2) Ability of Scepter resolves, Extirpate copy is placed on stack (or doesn't use the stack)
3) Extirpate resolves.
ARe there any complications in part 2)?
It helps to look up the Oracle text and relevant rules.
702.58a. Split second is a static ability that functions only while the spell with split second is on the stack. "Split second" means "As long as this spell is on the stack, players can't cast other spells or activate abilities that aren't mana abilities."Isochron Scepter 2

Imprint -- When Isochron Scepter enters the battlefield, you may exile an instant card with converted mana cost 2 or less from your hand.
2, T: You may copy the exiled card. If you do, you may cast the copy without paying its mana cost.
When you activate Isochron Scepter's ability, it goes on the stack. When that ability resolves, you may copy the imprinted spell and then cast that copy. When you cast the copy, it goes on the stack. If the copy has Split Second, spells cannot be cast and abilities cannot be activated until the copy resolves and is removed from the stack.

to provide an actual answer to your question: it will work just fine.
The seven cardinal sins of Legacy:
1. Discuss the unbanning ofLand TaxEarthcraft.
2. Argue that banning Force of Will would make the format healthier.
3. Play Brainstorm without Fetchlands.
4. Stifle Standstill.
5. Think that Gaea's Blessing will make you Solidarity-proof.
6. Pass priority after playing Infernal Tutor.
7. Fail to playtest against Nourishing Lich (coZ iT wIlL gEt U!).
The opponent can respond to the activation of the scepter. When that one resolves, the extirpate goes on the stack. He can't respond to that one.
For all practical purposes, you lose the split second benefit against a clever opponent, but you don't lose the rest of the effect.
