    Force of Will

What is a good number of blue cards you should be playing before deciding to use FOW?

Under any circumstances i would play less than 16 Blue Cards to Support FoW. I prefer 20+

This thread has % of being able to play FoW depending on how many blue cards in your deck.

Fundamentally, you need to decide what % you're comfortable with and just go with the number of cards to support that.

It is, but there's more to simply counting how many blue spells you need to get X %. Sometimes, you may want to overcompensate because there are powerful blue cards in your deck that you don't want to pitch and/or avoid relying on to pitch. When you think about it that way, 24+ is the number you want to ensure you have more control over what you are pitching.
