    Comes into play triggers and responding to it.

    So I have City of Traitors on the field. I played Ghost Quarter, triggering City of Traitors. While its trigger is on the stack, can I activate Ghost Quarter targeting City of Traitors before the sacrifice trigger resolves?
    I am convinced that WotC is "dumbing" the game because of all the stupid posts they come across on MTG-related forums

    Yes; the City isn't sacrificed until the trigger resolves and so is a legal target for other spells/effects until then.

    I have another question concerning City of Traitors. If I 'cheat' a land into play (such as using Goblin Welder to cheat a Great Furnace onto the field or using Knight of the Reliquary or Show and Tell to cheat a land onto the field), would that trigger City of Traitors?

    No, it won't trigger. City of Traitors reads: "When you play another land, sacrifice City of Traitors." The examples that you describe involve lands which enter the battlefield in ways other than being played.
    I see more than others do because I know where to look.
