One of God's own prototypes. A high-powered mutant of some kind never even considered for mass production. Too weird to live, and too rare to die.

That's why I think you splash a third color, either Red or Green. Red will give you burn for reach (maybe even including Grim Lavamancer) to go along with your Delver onslaught, and Green gives you Tarmogoyf and possibly Mongoose as strong beaters. Also don't forget that Tombstalker is a legitimate threat. This card slots right into U/B/x tempo lists.
Of course, it will also probably give Hypergenesis a bit more consistency too.
This guy looks very strong. I see it being very close to the level of Snapcaster Mage.
It only lacks Flash to be on the Snapcaster level. The interaction with Ancestral Visions is cool, but limiting the number of 1cc Counterspells is a real pain. A UB deck that wants this will just play 4 Snapcaster and 4 Confidant.
On the other side, this card readily splashes into Suspend decks. 4 UB, 4 Ardent Plea, 4 Show and Tell are already 12 blue cards along with FOW.
Snapcaster Mage has the advantage of being more selective, although it also depends on your deck design.
But still:
- it's a 2/2 for 2 mana that provides guaranteed card advantage
- it pitches to FoW
It certainly is strong, especially in a format with such powerful 1cc options.

When ~ enters the battlefield, Brainstorm/Ponder/Duress/Thoughtseize/STP/etc. for free.

That doesn't sound too bad at all.
This is the way I looked at him when he was spoiled: you loose Flash and splash-ability for extra toughness and a way more aggressive ability. I'm ecstatic with playing a body and getting a Vision as a bonus. I'm just as happy to get a Brainstorm, a Duress effect (Cabal Therapy would be great) some kind of flexible removal (in the event you don't have a ready target), or even a Delver.
The real question is what creature type(s) he has. If he's a wizard, he'll have great synergy with Riptide Laboratory. Hell if he's a merfolk or even a zombie it would be somewhat relevant too.
The same Surging Chaos on Salvation.
Cabal Therapy sounds fantastic, I'm really looking forward to this card.
edit: at 3 mana, this guy is unlikely to see much serious Legacy play. ignore all my previous excitement.

Might be able to make Hypergenesis a legitimate deck. You can cascade into this card off Violent Eruption (and other cards), but obviously, you will eventually cascade into Hypergenesis when you cast this off hypergenesis.
