At a certain point you just have to acknowledge and remember that MTG is a game for losers, outsiders and people with other disorders (social or whatever) and that such an environment is naturally prone to deviant and insincere behaviour. This fact, next to the game's dependence on RNG is the reason why treating MTG too seriously or regarding it as legit "competition" is and has always been laughable if we were honest. I'm pretty sure that most of the so-called pros have some way or the other the shape the game's odds to their favor.

What you say is often second to WHY you say it. People with known agenda's who are the only voice in a conversation can be safely assumed to be pushing said agenda.

It's not forbidden for him to play. he just has to accept that everyone will be super cautious when playing against him, and that slopiness won't be accepted from him.

Feels genuine to me, maybe I'm just naive but I believe in second (and third, fourth, fifth etc) chances. I think the 'once a thief'-mentality to mostly be harmful.
Also people enjoy to hate all to much.
Nothing he says feels genuine to me. Unless he said "I genuinely plan to win all my games by hook or by crook." there is nothing he can say that will fix this. He was a dick about it online after each banning, doing shit like changing his online profile picks to Explore. He laughed about his ill gotten gains and now he wants a 4th chance? No. He should have been permanently banned from the game. Others have gotten more for less.
One should also remember that though he for once actually admitted to cheating, he only confessed to the instances that were all obvious cases of cheating. There was no discussion of the constant angle-shooting, no discussion of “sloppy plays” with favorable outcome, no discussion of game losses for marked cards, and so on.
There's so much more to life than M:tG. If I were him, I would have moved on a long time ago. Although if I were him, I wouldn't have cheated in the first place, but whatever.
I don't doubt that he wants to change his ways now. I just think it's a little too late for that at this point. His legacy will forever be that of a cheater.
With that being said, the DCI has decided that he is allowed to play again, so he can play as much as he wants to until they decide to ban him again.
