Are we talking deck diversity or card diversity? I voted as though the former.
Anyhow, I voted for Delver, as the shell based around Delver, according to the decks that made day 2 atthe GP, has the highest penetration of different cards (based of the product of percentage of field running that subset of cards and the percentage that subset of cards comprises in each individual deck, not wholly accurate but a good estimate).

To elaborate on my previous post, lets say 75% of the field runs the classic 4 Brainstorm, 4 Ponder, 4 Force, 8 Fetches, 4 Duals. Thats 24/60*3/4 or 30% according to my formula. Now, lets say 50% of the meta are running 4 Delver 4 Daze 4 Cruise and 4 wasteland in addition to that shell. Thats 40/60*1/2 or 33.3_%.

Look, I'm pissed that googling "top 8 decklists legacy" leads to a fuckton of Blue engine decks too, but you have to acknowledge the problem cards all across the board. It isn't *just* Blue cantrips.
You can't just glare at Brainstorm/Ponder/Serum Visions/Preordain/every playable Blue 1-drop noncreature spell without nodding the head to Flooded Strand. Does no one else remember when an early Brainstorm was a bad play? Fetchlands did a lot to change the way people view all of those cards.
There's also a ton of things that perform a similar function in Blue that don't get played only because they aren't Brainstorm. Like, obviously BS is the #1 guy in the draw engine (again thanks shufflers) but is the problem necessarily that much better if people just start playing, like, Portent or Index or Impulse or other such nonsense. No it wouldn't be *as* broken, I'm not saying that, but the issue doesn't just wither and die because the Big Ones get banned. Top would still be a thing; everyone votes to ban SDT in "that other B/R thread" but people spend more time getting a wet diaper over Brainstorm like it's the keystone to the whole thing, and it's fucking not, there are a ton of moving parts and many of them happen to also do a lot of good for the format.
I'm not saying don't discuss a world without BS/Ponder/Force at the heart of most major archetypes, but don't stop the discussion at those 3 cards either.
I say: ban everyone who starts a "ban thread"!

And the truth of the matter is that banning cards continues to be a less than fabulous solution, which is why nothing has happened. If you want blue to be not in a dominant position, there needs to be easy cards that generate effective consistency. Banning or unbanning random shit does nothing to this end.
