Legacy (Explanation)
Blue-Red Delver decks have been so successful at tournament play that they are hurting the diversity of the format. While other decks can have some success, the diversity is significantly less than it had been. Treasure Cruise is banned.
Worldgorger Dragon has a strange and powerful interaction with Animate Dead. This used to be too powerful for Legacy. It is not clear that this is more powerful than animating Griselbrand, and this interaction may add an interesting variant. Worldgorger Dragon is no longer banned."

No, the B&R thread is a purely speculative thread and has no impact on the format. Very few legacy players follow that thread.
This thread notifies legacy players about the announcement Wizards just made that has a massive impact on the format.
Very few legacy players are aware of this change since it's so recent and occured during a 3 day weekend. They need to made aware of it asap before they attempt to play at a local tournament using a deck with Treasure Cruises in it and get DQed as a result.
Thus, this announcement absolutely should be front and center until all Legacy players are aware of it. If anything, it should be stickied by the mods until it becomes common knowledge.
I think it's the most popular thread in the forums.
You don't get DQed for using a deck with Treasure Cruises in a local tournament. You just get told to swap them out with basic lands and not to do it again (or at least, that's what a judge told me to do when I once goofed up and played an illegal card at a local tournament). At a more competitive level, you get a double warning and match loss.
