Oh I have the tracking numbers. I ordered on the 3rd, tracking says it wasn't picked up until the 8th. Other one was printed on the 5th, which was Monday, so not bad. I just moved and I don't have a convenient post office; I forget sometimes that there isn't a 24/7 APC 5 minutes from everybody's house like there was at home.
Vise seems terribly unimpressive overall.
Just played against Burn which ran it. G2 it dealt some damage since I had a rather slow start and I was on the play.
But on G3, I mulled once, played Plains + Mom on T1 and it remained dead for the entire match-up without dealing a single damage.
This brew list is pretty fun, and competitive too.

If you're gonna go the annoying bouncy bouncy route you should use some of MUCs(bouncy edition) tech like snapcaster mage + curfew, CB+SDT and as usual if you're mono blue then back to basics is a killer.
Sort of comes down to vise+owl vs Jace/TNN/Clique. They're cheaper and dodge creature hate, but are not such big bombs.
Devastation Tide's probably too bad with vise.
Day's Undoing is a card to consider.
I have had lots of success reverting a prison/mill that I had back to the casual version, with plenty of vises...

The howling mines/fonts are probably more important to get on the board than winter orb after re-introducing the vise as a win strategy. Might throw Stasis in for a few turns of fun, too.
This is ye olde-school control magic...
Best Vise interaction I have had yet:
I have Vise on the board. Opponent plays show and tell, into omniscience, into Enter the Infinite, into Emrakul. Extra turn trigger, he moves into next turn holding his whole deck. Hahaha. Whoops.
