The only time I genuinely saw that to be a problem was with the first set honestly (Remember when Scavenging Ooze was $40, pepperidge farm remembers)
It happened with TNN but once the hype died down, they became easy to find (that or they printed a shit ton more)
They changed the printing schedule. You ended up getting more of the Mind Seize deck if you ordered the commander products that year and a random selection of the remaining decks. In the end, the price dropped because Wizards printed an unequal amount of the decks.

Now when you order a carton of five Commander decks it will contain two Mind Seize decks along with an assortment of three other decks from the release (Eternal Bargain, Nature of the Beast, Power Hungry, or Evasive Maneuvers).
Solitary Confinement plus Throne of the High City anyone? Or is it too awkward to assemble. Don't even know what framework it would work in, just a neat interaction.

Palace Jailer seems like the best way to become the monarch in this solitary confinement deck. Land seems ok as well. Unless you wanna play the 4 mana black enchantment in enchantress, but it doesn't have much text other than becoming the monarch and being an enchantment.
