    Legacy Lite? or some such snappy name...

    I am constantly thinking about Legacy and the meta and getting new players to join.
    I will challenge new players to give me a decklist and I will make a deck for them so they "can" play.

    I use SCG for almost everything, research, pricing, availability, trending data, articles, etc...
    With the idea of getting new players into Legacy, I came up with a Legacy Lite Format where you have to build your deck with a point based system.

    Arbitrarily, I picked "500" points but other points amounts will work. This is similar to other game systems where you make an army based on points.
    Using scg's current pricing, you can make a Legacy deck using any cards you want, but you only get 500 "points".
    If you want to run Liliana of the veil and she is $109, she just took a large chunk out of your "500" point deck. You now have 391 points to finish your deck.
    This would allow people to play with only a few powerful cards but still not feel unable to play since they don't have 4-ofs.

    SCG has a "wish list" function that totals all the cards in your wish list. This would be an easy way to "total" your points...

    Can this Legacy Lite format work?

    This happened locally with Modern. A "Budget Modern" Format with only 200 dollars as your top limit. The issues that arised where:
    1. prices change and push someone else out of a deck they spent money on
    2. your not actually building towards a tiered format deck due to the limits and end up with useless cards
    3. because your not building up your collection, you just building to an arbitrary limit people can't move out of the "Format" as easily into the actual format
    4. interest is lower among the formats established base and there ends up not being much cross pollenation with the "New format" and the "Established elites"
    5. there is no drive to build your "Budget" deck up, because if you do you can't play it and if you take it to a normal event you can't compete

    It's a fine idea, but it lasted less than two months here for the stated reasons.
    It is better to ask and look stupid then keep your mouth shut and remain so.

    Your stated reasons are all valid.
    My LGS with a loyal legacy base of about 10 players might want to try this even if I supply many cards.
    Last month, two players had an inside bet that they could win the event playing highlander legacy without telling anyone else.
    Just for the surprise factor, I try to make a new deck every week.

    I challenge the modern, standard and EDH players to play Legacy, "Give me a list and I will make the deck for you".
    I advertise I will always bring extra decks and one night I brought with me 5 fully powered legacy decks and used (loaned out) all of them.

    However, I have (almost always?) encountered resistance from the player base to make or EVEN TRY to make a fun or new deck before: (Lame)
    It's the deck builder in me that wants to constantly tinker and try new cards.

    I always (forever) wanted to make a deck using only one artist; basic lands, too!
    Imagine trying to collect and make that janky deck! (no Relentless Rats or Shadowborn Apostle, please).

    Better off allowing proxies and slowing weaning off the number of allowed proxies imo

    You can't use proxies at sanctioned events, which it sounds like these are.

    Can you sanction a fake format? Regardless just don't sanction it. Who gives a shit. If you play legacy often there's a 99% chance you give 0 fucks about planeswalker points, and if a 4 round event having or not having PWP available to earn is the difference between you playing and not playing, I don't really want to play against you anyway
