The first thoughts about Atraxa I had were "does it have hexproof?" and on reading Proliferate "Township is going to be retarded". Mark my words. Atraxa Township decks are going to go to town.

Can't think of anything (other than Brainstorm, hurr durr) to truely abuse this. And even then, it costs 4 mana and requires to tap.
Sylvan Library, Jace, the Mind Sculptor, Faithless Looting and when you get to critical mass Stroke of Genius or Braingeyser.
That said, as you wrote, 4 mana is too much for legacy.
Are any of the partner combinations interesting so far? I can't think of anyway I would like to combine any of them really.

Or Fallen Empires. Order of the Ebon Hand was like the coolest to me, back when we didn't realize Fallen Empires was 98% bad cards.

What about some sort of Necrotic Ooze package with Griselbrand? Draw 14, tap, find another mana, play emrakul...
4 mana is not too much for legacy. The question is whether or not the ability is good enough.
I think this card has legs. I'm sure there's something horrible to do with Black Lotus in Vintage. Legacy has LED if you want it but even just recurring stuff like EE or Strix might be good value.
There's no reason to ever play this kind of deck with Miracles around, but if there were, this is deceptively strong, IMO. If you have something like a big Knight or Goyf, or something equipped with a sword, this can flip the game pretty fast. But you can throw it on the pile of RWB cards that are good value but will do nothing until the format opens up a bit.
I don't think Miracles is to blame for a 3/3 for 4 being unplayable in Legacy. It would also be unplayable in Modern.
