I mean, two Tamogoyfs and this thing only costs GG. Like, it's not hard to get a huge cost discount on him, but that begs the question, if you've already got 12 power on the field, why do you need 12 more?
Maybe tokens? I dunno.
It's also weak to Karakas.

Everyone is overlooking the most important part of this legendary dinosaur... It's got Elder in the type line! Finally some support for Elder tribal.
So Ghalta is a bad Dreadnought, cool. This card does do something important though, it gives Shadow decks trample - now Ghalta is clearly worse than Berserk, but this card should be fine in modern where they currently play incorrectly colored Shadow decks.
Don't actually hate this card in Standard where you have playables like Greenbelt Rampager and a format friendlier to assembling spells. There is likely a competitive and cost-effecient window where you can forego buying green Gearhulk.
I doubt it's super-releavnt, but Ghalta does make Mosswort Bridge a lot easier to activate. Could definitely see him as an option in GW Tokens in Modern, though I'm not sure that deck needs a giant dude with Trample.

It could be Kiln Fiend and 3 instants too, but why wouldn't you just play Berserk or Tainted Strike at that point? Similarly, tokens would much prefer some kind of overrun.
Maybe there's something in standard where you can combine him with Sunbird's Invocation but he's not viable in other constructed formats.
If he had Flash, it could have maybe been fringe playable in a Phyrexian Dreadnought deck, but alas.
If it had flash, hexproof, and uncounterable (or split second) on top of trample we might play 1-2x. Ghalta has no gain of function, and that is especially important barrier any effect would have to overcome to even begin making the cut in a Dreadnought list. Change Life's Legacy to instant and it's cost to - this is the power level Ghalta needs to compete versus, as a card that isn't cast-able until the condition of Dread on board has been met. Such cards at these cmcs do not yet exist, but it's only a matter of time.
Well, the point was that if it had Flash, it could both be an enabler (worse than Stifle, because it costs GG instead of U), or can be cast on a board with a resolved Dreadnought to beat Fatal Push or Abrupt Decay. But it doesn't have Flash, so it is irrelevant.
For general Legacy, think the card itself needs to be Split Second, 12/12 hexproof trample for GG to be splashable as a 1 of in the board. I think then it would be UU, and could maybe squeeze into the main occassionally.

Well, this is a card with potential in affinity. Walking Ballista is a pretty good sink for that mana. Though I'm not sure it patches any of the weaknesses that affinity has in the first place.
I guess you can also play it with some kind of artifact ramp, Chrome Mox, Grim Monolith, Mox Opal, artifact lands, and so on. Thing is, it's not that great with storm because you have to put a bunch of stuff into play and then wait a turn to flip it ... maybe end of turn Brain Freeze could work.
