Yup. That’s due to 4 uncounterable TNN and 4 Phantasmal Image. I didn’t know you could get a perfect TNN out of an Image.

Miracles and Sneak & Show are unfavorable matchups, and both of those are too prevalent and well-positioned for Elves to be a great choice for now. Lands isn't favorable either. Each of these problems requires a different slant on the deck, and you can't skew a deck in too many directions trying to metagame for wildly different strategies. I could tune Elves to be better against Miracles, but those changes wouldn't improve the Sneak & Show matchup. Elves also takes some splash damage in that Containment Priest is more common due to Sneak & Show's numbers and Grafdigger's Cage is more common due to Deathrite's absence. People run more graveyard hate now, and Cage happens to hit Elves as a bonus. People still play the deck, but it hasn't been performing well locally.
So I'm going to give you a pass on miracles putting 2 copies in the top 8 of Richmond GP, not splitting position 1&2 because they had to face-off in the semi-finals. Let's define legacy in very clear terms*:
It's a two Hymn format. You have actual Hymn and blue-Hymn (Counterbalance). So as long as Grixis Tap-out Jammy Jams is doing its thing, the only cards that can really stop it have to be card type land (dubious b/c of Blood Moon), enchantment, or non-blue PW. The reason for this is any strategy that is going to win by having cards in hand loses by default to Hymn; i.e. you have to play to the board. So when you say miracles is on the way out, you really need to display how Grixis is on the way out.
The best fix for this is ban both Hymns, unban SDT and DRS. They are that good, and they aren't going away on their own. Keep expecting to see Grixis and miracles floating around the very top of tier one alongside positionally strong mana denial strats (R/G, Thresh, DnT**). Pay more attention to the inevitable decline in UW/x Blade as they realize they just win more games by playing either miracles or Grixis.
*this is secondary analysis to legacy just being cantrip cartel/FoW vs Cavern/Vial vs Loam/Mox vs Sol Land/Chalice
**positionally strong vs the leftover field, and with at least one abysmal matchup vs either miracles or Grixis.
