Scaretiller has potential with Retreat to Coralhelm? If you have two Retreats or something else that lets you tap or untap Scaretiller it turns into infinite recursion for lands that sac themselves.
EDIT: ReRTFC and noticed that they enter tapped.
it can still combo though. Just needs a tap outlet like
opposition
field surgeon
glare of subdual
kyren negotiations
veteran's voice
and maybe
amulet of vigor
wasteland
ghost quarter

These sorts of effects are interesting, but alway seem to disappoint...

Can you cast a pact and then Sudden Exchange targetting an opponent's creature and then just win the game
If so that's a cool combo with blue pact. Could also be used in a hive mind deck as some additional ways to win.

Not a "competitive" card, but kind of neat for some EDH deck, maybe.

Important to note that it appears that it doesn't work with Pact of Negation because your opponent can change the Pact's target to Sudden Exchange because it'll still be on the stack as its resolving. Once it's done resolving the Pact will fizzle without a legal target and your opponent won't have to pay the cost. The other Pacts should be fine though.
If you're only counting cost? Yes, better than hivemind.
Well, Hivemind was more resilient because if they have a counterspell you would get to counter the counter. And as an enchantment getting to copy all your opponent's spells dos have its benefits. Also Hivemind doesn't require any targets.
EDIT: EDIT: No wait I was right the first time!
And a reprint:

Volrath is pretty bangin', although it's just a silly EDH card, it's one I like. It's big, neat ability, under costed and in my favorite color combination.
Gift of Doom is a pretty interesting way to "beat" a removal spell, but I doubt if it could be useful in a competitive deck. Fun with Morph shenanigans though.
