No, Saffi is in the graveyard when its ability resolves and thus cannot target itself.

Master is sorta right. Saffi can actually target itself, as targets are chosen before the cost is paid. However, cost is paid before the ability resolves, so Saffi goes to the graveyard first, then the ability attempts to resolve, but its target just went poof, so it is effectively countered. Saffi wouldn't return either way, even if it remained a legal target (the card read "target creature card"), because the ability wasn't put on it before it hit the graveyard, so nothing would be triggered.
