Now that people are suggesting 3cc spells anyways, how about Tivadar's Crusade? It seems less narrow than Holy Light.
Tividar's Crusade is more narrow than Holy Light. It's a sorcery and it takes WW1 and it only effects goblins. Holy Light in the sideboard would at least come in vs Elves (assuming anybody finds a viable deck) and might even be worth something against other themes.
Realistically though both Holy Light and Tividar's Crusade are too narrow to be viable unless Goblins suddenly becomes 50% of the field again. Caltrops is still a better option since it is a permanent that can be defended that shuts down most of Goblin's rush damage and also any other attacker with 1 toughness.

Echoing Truth, Echoing Decay, Pyroclasm, Sandstorm, Rain of Blades, Powder Keg. Why are you talking about Holy Light when there's already good cards in every color that do a better job of answering 1/1 tokens?

Maybe as a minor consideration in white Stax with chalice. 2W is fairly easy to get and doesnt blow up chalice. Other than that it kind of sucks.

The easiest way to deal with hordes of 1/1 creatures flying or not is use Caltrops. The card is splashable in any deck.
And use prayer to tutor it up! Wow you ARE a genius. Who needs redundancy when you have FAITH!
Seriously, yes Holy Light is not a very good card, but it does dodge your own Chalice while being viable as early as turn 1. In math, 8 is greater than 4. Twice as good actually. In Magic if you run 8 copies of a card odds are you will see one in your opening hand.
But everyone can run chrome mox (not saying they should just for caltrops), and it's ninja tech, which you should appreciate.
