Say your opponent has a Goyf in play and you also control a Goyf and Saffi Eriksdotter. You want to Evoke Shriekmaw to kill his Goyf, but would rather have a 3/2 with Fear on the board than Saffi. If you were to sacrifice Saffi (targeting Maw) after killing his Goyf, Shreikmaw when CIPing the second time would also kill your Goyf, yes? If there is a valid target it has to apply?
My question is can you Evoke Maw targeting your own Saffi, then in responce sac her targeting Maw who would then take out their Goyf when it CIP's the second time, thus leaving you with a Goyf and a Maw in play?

Yes, to both. For the first part you would end up with a lone Shriekmaw, for the second you can do exactly what you described in order to end up with Tarmogoyf and Shriekmaw in play.
