From what I remember late August.
Varies. MIT and some other schools that operate on a funky Trimester schedule wait until late September... but for the most part... Freshmen about 2 weeks prior to September, others 1 week prior. If you schedule something for Labor Day weekend, people are usually free.
August 23rd ish.
