Karakas + Mangara

If I understand this correctly you should be able to tap Mangara to remove a permanent of your choice and then tap Karakas to return Mangara to your hand but the permanent you choose will still get removed?

Is this the way it works?

Yes, the ability still resolves even if Mangara isn't in play. The targeted permanent will be removed.
