I have been playing magic for 2 years but not an eternal format
What could be possible budget or easily accessed decks to play??
I have $200 to spend for a competitive deck
Vintage usually needs a power nine set to be competitive
Also are there sliver decks used in legacy(I might try those or maybe a W/B deck with akroma and phage)
Any suggestions???

Counterslivers are playable in Legacy but they aren't considert a Tier1 deck. Phage suxx. Badly!

You could play Dragon Stompy, easy to play and very cheap.

I think its the best to spend carefully. In the Decks to Beat forum you'll find the best decks in Legacy and the established decks forum also has some very good decks in it (you'll notice by the size of the threads). Proxy some of them up and test them or even better install Magic Work Station (google for it) and play them so you get a feel for Legacy decks and what you like most.
If you want to start now I would advise you to look into Burn and Affinity (UBR with Flings). They are both cheap (Affinity is really cheap) and still very good for its costs. Dragon Stompy is more of a meta deck. Its success mostly relies on other people playing certain kinds of decks, so it doesn't work in every meta.
Affinity on the other hand has all the aspects of the game. Combolike starthands, some carddraw, removal, combat tricks, lots of decisions. Still its very vulnerable to artifact hate so it has its downsides, too.

Not to mention that Affinity sports 3-4 colors. This should allow you to answer hate and the metagame effectively. Also, Affinity also tests your metagame skills.
Of course, you've been playing for 2 Years. I still wouldn't want to call you a beginner and I sure as hell don't want to give you a deck that can fall apart on itself (i.e. Dragon Stompy).

Buy Force of Wills and blue Fetchlands for your money cards as you'll get the most use out of those. Fortunately, there are plenty of good cheap legacy staples(see: Brainstorm, Dark Ritual, etc.) so your $200 will go further in legacy than most formats. There are plenty of good decks you can put together for that much money.
Counterslivers are playable in Legacy but they aren't considert a Tier1 deck.

Try the following:
3 Flooded Strand (averaging $14 a piece on eBay)
3 Windswept Heath (averaging $12 a piece on eBay)
1 Tundra (averaging $26 a piece on eBay)
1 Tropical Island (averaging $26 a piece on eBay)
4 Force of Will (averaging $19 a piece on eBay)
Comes out to $206 + some shipping charges. This base allows you to build onto it into several different Aggro-Control and Control decks that currently do well. In particular, filling in the missing slots with Nimble Mongoose, Daze, Werebear, basic lands, Swords to Plowshares, Brainstorm and Ponder will be extremely inexpensive, and should be good enough to give you a taste competitive Legacy without feeling like you've been trapped into buying cards that only go in one deck. Affinity is good, but the cards in it only go in that deck, you'll be stuck playing that until you can get another $200 together (a deck like Goblins is similar). With the base of cards I've suggested you can build on it slowly, and at a later time be able to pick up cards like Crucible of Worlds, Standstill, and Mishra's Factory (Crucible is getting up there, but together these aren't extremely expensive cards, and the idea is to be able to build on your existing base incrementally) to put together Landstill when you get bored with an aggro-control deck. Or Stifles and Dreadnoughts when you want to build that. Or Muscle Sliver, Crystalline Sliver and Winged Sliver (again all not very expensive) for Counterslivers/Meathooks when you want to build that. Etc, etc.

Ichorid Combo / Dredge is also very cost effective.
Counterslivers is an amazing deck, but I would not consider it budget @ all.
Ichorid/Affinity/ Mono Red Gobs would be my input on building a really solid budget legacy deck. Another upside Ichorid is great to rape n3wbs with when playing " casual" Lol.

I seriously feel bad for you that we're suggesting such primitive level decks for you. I playtested Dralnu against a friend of mine who actually plays T2 and it needs a considerable amount of skill to master. I would say ghetto UW Control or some kind of Tog-ish deck. Nothing exceeding the need of running many duals and probably just fetchlands and a thrown in Rav dual or two. I would say for sure get the Force of Wills. But to be honest, it's worth the cost. It may cost you maybe another 50-100 dollars. Tell me, what T2 cards do you have so we can contemplate on what to port into the format? If you have cards like Damnations and such, this could help.
Of course, there's also Vial Goblins. I dont care what anybody says; it is harder than Ichorid to pilot properly post-board. So that could be a consideration.
Honestly, MUC would probably be a good place to start. The expensive cards in the deck are staples in the format, and the rest are actually really cheap. You probably already have some of them. Play the MonoU version and you don't need fetchlands.

The only expensive card in the deck really is Force of Will, along with maybe Vedalken Shackles, Ancestral Vision and the finisher (Morphling, probably) depending on what's your definition of expensive. It's easily under $200 and has solid match-ups across the board with the main selling point being very good MU vs. Threshold and for the mono-blue version, complete immunity to land disruption outside Rishadan Ports and Sinkholes (the thing that keeps catching Legacy-decks pants down even after years of getting arsedone by land hate, whether coming from Goblins, BW, Thrash, Dragon Stompy, 43 Lands, Aggro Loam or a number of other decks).
Of course, it takes practice and experience especially against other control-decks since playing too aggressively under pressure is sure to get you killed. It's a patient man's deck, but really good at that.

As I've been told ,there are 1turn 2turn wins but how do you get fast mana in some decks without lotuses, rituals, seething songs(note: I don't know much about cards before mirrodin,onslaught
