ok so I have a question about phasing:
if i play a phyrexian dreadnought then vision charm it, when does it come back into play?
will I be able to attack with it next turn?
also if I play the vision charm on my opponents turn when will it come back?

At the beginning of each player's turn, all permanents the player controls which are in play and have phasing move to the phased-out zone, along with any Auras attached to the phasing cards. Any cards the player controls which were previously in the phased-out zone return to play at the same time.
And yes, you can attack, because the creature never really left the game and CiP Abilities do not "trigger".

Not quite right.
502.15d. Permanents phasing in or out don't trigger any comes-into-play or leaves-play abilities, and effects that modify how a permanent comes into play are ignored. Abilities and effects that specifically mention phasing can modify or trigger on these events, however. (Because no player receives priority during the untap step, any abilities triggering off of the phasing event won't go onto the stack until the upkeep step begins.)
502.15m. A permanent that phases in can attack and tap to play abilities as though it had haste. This applies even if that permanent phased out and phased back in the turn it came into play. The permanent remains able to attack and tap to play abilities until it changes controllers or leaves play.

Don't worry, you can still attack with the Dreadnought.
Since it can attack and tap as though it had Haste.
Anuisen was just pointing out that the reason it can do this isn't
because the creature never really left the game and CiP Abilities do not "trigger".
But because the rules specifically say so.

Did Phasing used to trigger CIP abilties? Before the 6th edition rule changes, maybe? I know I had Man O' Wars in a phasing deck with Teferi's Veil back in day. Maybe I just thought they did. Hell, back then there was no internet to prove me wrong, so fuck it.

I don't think so, but I think they used to trigger leaves play abilities...
Either way, they used to trigger one of them, and MaGo fixed that inconsistency when they released Mirage for Magic Online (or perhaps it was earlier, it's somewhat unimportant what it used to do).

Actually, if memory serves correctly, they initially triggered both ways, but a couple of month sin, WotC saw how crazy this was and made a ruling to allow phasing to only trigger leaves play abilities and not CIP abilities.

They used to trigger Leaves Play abilities but not comes into play abilities, making Wormfang Manta + Vanishing a good combo. This was changed years later when Mirage came onto MTGO.
