If Sprouting Thrinax or any of the Symbiotic creatures are Devoured, can their offspring also be sacrificed to the same instance of Devour?

No. Devour is resolved all at once; no player gets priority during the resolution. These abilities will go on the stack after the creature comes into play.

In draw X, you get X single independent draws, as in you might replace one anytime you want during the effect, but it's a single effect resolution.

No player gets priority between individual draws from one effect either. Your Narcomeobas don't actually come into play in the middle of dredging.
