I love the Land Tax, Scroll Rack draw engine. I have a quick question though. During your upkeep the land tax triggers. You fetch three lands and shuffle your lib. Then you pay the activation cost of scroll rack, draw three and replace your lands ontop of your lib.
Here's the question...Does Land Tax trigger again, allowing you to search your lib for three more lands. Since the condition on Land Tax wasn't met?
Can someone explain the interaction to me in MTGO talk using the stack as a reference?

At the beginning of your upkeep, if an opponent controls more lands than you, you may search your library for up to three basic land cards, reveal them, and put them into your hand. If you do, shuffle your library.
The only condition on Land Tax is that an opponent needs to control most lands than you which we're assuming is true, so that it triggers. The trigger goes onto the stack but you don't get to search your library for 3 basic lands and then put them into your hand until the trigger resolves which removes it from the stack. Since the trigger is no longer on the stack, there's no way to respond to it with Scroll Rack.
Conclusion: No, you don't get to search for 3 basics twice.
Triggered abilities that trigger "at the beginning of [step]" only trigger once, when that step begins.
I'm not sure how you think by using Scroll Rack "the condition on Land Tax wasn't met."
